L' (2) Except for movement on and off the property, animals shall not be kept or maintained in coops, pens, corrals, or within bams or similar structures closer than 40 feet from any rear or side property line. (Development Title Section 9-1145.4) b. The driveway approach shall be improved in accordance with the requirements of San Joaquin County Standard R-17 prior to issuance of the occupancy permit. (Development Title Section 9- 1145.5) i c. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable at the time of building permit application. The fee currently is $144.23 per daily trip-end generated in the Lockeford area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolution R-96x952) d. A copy of the Improvement Plan shall be submitted prior to release of the building permit. , e. Verification shall be obtained from the Solid Waste Division (209-468-3066) that this development has addressed the items on the attached Waste Plan Format for Development Projects. 3. PUBLIC HEALTH SERVICES (Staff Contact: Ted Norgard,488-3443) a. A soil suitability study indicating that the area is suitable for septic tank usage must be performed prior to acceptance of the application, as required by Development Title Section 9-1105.2(d). A nitrate loading study is required, and a review fee of$390.00 must be paid at the time of submittal to the Environmental Health Division. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or the EPA Design Manuai for on-site waste water treatment and disposal systems is required for each parcel. A permit fee of $78.00 is required for each percolation hole. b. State on revised plans orimprovement plans the maximum number of employees the sewage disposal system is being designed for and that the leach field area will be barricaded so it cannot be driven over, parked on, or used as a storage area. This leach field area must be used for that specific purpose only and cannot contain any underground utility lines. (Development Title Section 9-1110.4[c][5D - c. Construction of an individual sewage disposal system under permit and inspection by the Environmental Health Division is required at the time of development. (Development Title Sections 9-1110.3 and 9-1110.4) d. Construct a water well under permit and inspection by the Environmental Health Division prior to occupancy. Should the number of nonresident individuals exceed 24 for at least 60 days per year, or the number of service connections exceed four, a yearly permit to operate a public water system under the provisions of Title 22, CCR, will be required by the Environmental Health Division and Development Title Sections 9-1120.2 and 9-1115.9.
