3. APPEAL STATEMENT:
"The issues raised regarding odors and noise is unfounded. First the number of animals that
would be killed per day is 1-2 and sometimes none (depending on the needs of the restaurant and
trucks); second the slaughterhouse would not be located near any neighbor's home, making it quite
likely that no sounds could be heard coming from the location, thus noise if any coming from the
slaughterhouse would be minimal at worse is non-existent at best. Since cleaning, storing and
disposal capabilities would be in place at all times (as approved by the County), flies and anything
associated with carcasses would be non-existent; Third the issues raised concerning smells are
unfounded, as I have visited local slaughterhouses and they have no odors that are evident to the
neighborhoods that they are located in, and I am willing to install whatever necessary to insure this;
Fourth the issue of"increased traffic"is unfounded,as our plan is to use a "small" refrigerated truck
to transport the meat to our facilities. Fifth the negative impact to ground and surface water that
opponents speak of is unfounded,as we will install all necessary systems as required by the County
to insure that no negative impact will occur; Sixth the statement that property values will go down is
unfounded and unsupported by any type of evidence. Throughout San Joaquin and Stanislaus
Counties their exists several private slaughterhouses that kill cows, pigs, sheep and goats for their
own consumption, and property values have not fallen because of these facilities."
RESPONSE:
This item was denied by the Planning Commission based on their inability to make Finding 4, and the
existing flooding problems in the area. The Commission expressed concern that issuance of the
Use Permit would be incompatible with surrounding residential and agricultural uses, thus they were
unable to find that issuance of the permit would not be significantly detrimental to the public health,
safety or welfare,or injurious to the property or improvementsof adjacent properties.
FISCAL IMPACT:
'r
None.
ACTION TO BE TAKEN FOLLOWING APPROVAL:
None.
Sincerely,
BEN HULSE
DIRECTOR
BH:KS:ss
UP986BLTR
Enc.: Attachment"A'; 5-6-99 P.C.
