UP-98-06,-28600N.ELLIOT ROAD, GALT, SAN JOAQUIN COUNTY <br /> I have reviewed the Application Referral distributed by the San Joaquin County Community <br /> Development Department in correspondence dated 14'December 2000. The document briefly describes <br /> plans for a 900 square foot slaughterhouse. The Application Referral does not state what the wastewater <br /> disposal process will be. The project may require Waste Discharge Requirements (WDRs) if wastewater <br /> generated by the development has the potential to impact groundwater quality. That evaluation will be <br /> made when more information is presented to the Board. <br /> California Water Code Section 13260 requires submittal of a report of waste discharge prior to initiation <br /> of a discharge of wastewater. If on-site disposal is contemplated, the slaughterhouse owner or operator <br /> shall submit an RWD at least 120 days prior to discharging wastewater at the development. <br /> Depending on the Standard Industrial Classification(SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for ' <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General, <br /> Permit, the proponent must submit a Notice of Intent to comply with the permit(NOI) to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan(SWPPP) must be prepared. <br /> If construction associated with the project will disturb more than five acres or is part of a larger common <br /> plan of development that encompasses five or more acres, the property owner needs to obtain permit <br /> coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit No. <br /> CAS000002 for Discharges of Storm Water Associated With Construction Activity, Before construction <br /> begins, the proponent must submit an NOT to comply with the permit to the State Water Resources <br /> Control Board and a SWPPP must be prepared- If there are any questions about this process or the storm <br /> water program, you may call Dani Berchtold at (916) 255-3383 or Leo Sarmiento at (916) 255-3049. <br /> Additional information can be found at the Storm Water website - <br /> http://www.swrcb.ca.govlstormwtrlindex.html. <br /> If the project will involve the discharge of dredged or fill material into navigable waters or wetlands;a <br /> permit pursuant to Section 404 of the Clean Water Act may be needed from the US Army Corps of <br /> Engineers.
