This water balance does <br /> not take into consideration unusually wet winters, evaporation, water infiltration and percolation, <br /> or discharge during weather-favorable intervals during the 120 day storage period. <br /> ON-SITE SOIL CHARACTERISTICS <br /> A backhoe test pit was excavated in the proposed area of the holding pond to assess the <br /> subsurface soil characteristics. The top three feet of soil consists of a black clay. From four to six <br /> feet is a dark reddish brown silty clay, also with a stiff and compacted texture. Beginning at six <br /> feet and extending to approximately 10 feet is a very tight, reddish brown cemented silts hardpan, <br /> which has excellent slope stability. Below 10 feet and extending to 15 feet is a light brown silt <br /> stratum. <br /> From these observed soil characteristics, it is our opinion that the top 10 feet of subsurface soil <br /> possesses sufficient strength to be excavated to a 1:1 slope. However, below 10 feet, the slope <br /> may have to be increased to 2:1 due to the erosion potential of silt material. This will have to be <br /> determined by the earthwork contractor as the material is excavated. It is imperative that the tap <br /> three feet of clay material be stockpiled in the event�it is needed as a clay liner on the floor of the <br /> holding pond. It is our understanding that the embankments will be built up five feet above <br /> existing grade.
