The former indicated that the facility was <br /> exempt from its requirements. The tatter stated that the facility would be identified as a handler <br /> of hazardous materials but that the applicant would meet the requirements of the.California Health <br /> and Safety Code and that the building permit process could continue and a Certificate of <br /> Occupancy could be issued. <br /> FACILITIES/SERVICES: <br /> Water Sunply, Sewage Disposal, and Storm Drainage: <br /> Water service and sewage disposal is provided to the facility by existing on-site facilities - <br /> specifically, by a private well and septic system. Storm drainage runoff from the facility will be <br /> required to be retained on the site. The recommended Conditions of Approval require the liquid- <br /> chemical storage area to be designed to contain accidental spills and to prevent chemicals from <br /> entering either the retention pond or Lone Tree Creek. <br /> HAZARDS/CONSTRAINTS: <br /> Flooding: <br /> The portion of the project site nearest to Lone Tree Creek is within the boundaries of the 100-Year <br /> Flood Zone (see'Flood Zone`attachment). Section 9-1605 of the Development Title,which deals <br /> with flood hazards, states that all new construction and substantial improvement of existing <br /> structures in the Flood Zone shall comply with specific construction standards. This requirement <br /> is included in the recommended Conditions of Approval. The recommended Conditions also <br /> include the requirement that the six liquid storage tanks and two portable dry storage bins be <br /> located outside of the 100-Year Flood Zone to reduce the risk of chemicals from the facility <br /> adverse affecting the area's water quality. <br /> IY 9 q �Y <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> The Initial Study that was prepared for this project did not identify any potentially significant, adverse <br /> environmental impacts associated with the approval of the agricultural chemical sales facility. Based on <br /> that assessment, a Negative Declaration has been prepared. In addition, a Certificate of Fee Exemption <br /> with a 'De Minimis Impact Finding" has been prepared which states that the project will not have an <br /> adverse impact on wildlife resources. <br />
