These findings that you provide will be included with the Staff Reports that are distributed to <br /> members at the Planning Commission. <br /> 1. Because of the special circumstances applicable to the property, including size, shape, topography, location or surroundings, <br /> the strict application of the zoning regulations deprives the property of privileges enjoyed by other properties in the vicinity and <br /> under identical zoning classification. <br /> 2.
