ESCALON-BELLOTA <br /> ROAD, FARMINGTON) <br /> E <br /> The applicant has submitted the above referenced Use Permit pre-application for a <br /> portable toilet business to include the storage and rental of portable toilets (Use Type: <br /> Retail Sales & Services-General). The property is zoned C-RS (Commercial Rural <br /> Services) and has a General Plan designation of CIRS (Commercial Rural Services). <br /> The project site is located on the west side of S. Escalon-Bellota Road, 415 feet south of <br /> State Route 4, east of Stockton in Farmington. <br /> i <br /> The Community Development Department has reviewed the proposed Use Permit pre- <br /> application and comments from other agencies and offers the following comments: <br /> Screening <br /> E <br /> Development Title Section 9-1022.4(d)[2] requires that all commercial projects screen <br /> storage areas. Screening must be 6 to 7 feet high and storage is not permitted in front <br /> yards, street side yards or in front of main buildings. Since there appears to be no area <br /> ifor storage in the rear yard, an alternative would be to enclose the storage area within a <br /> building. If the applicant encloses the storage area, the project will need to be screened <br /> j along the southern property line, since it abuts a residential zone (Development Title <br /> Section 9-1022.3[d](1)). <br /> Parking <br /> If the applicant decides to enclose the storage area, Development Title Section 9-1015.3 <br /> requires that the Use Type: Retail Sales & Services-General provide 5 parking spaces <br /> per 1,000 square foot of building and 0.67 spaces per employee. Currently, the parking <br /> requirement would be 2 spaces for the 2 employees and would increase depending on <br /> the corresponding building size. <br />
