PHASE II ENVIRONMENTAL SITE ASSESSMENT <br /> C REPORT <br /> PROPOSED NEIGHBORHOOD G SITE <br /> PORTIONS OF ASSESSOR PARCELS <br /> 209-050-06,209-050-02,209-040-12,AND 209-040-13 <br /> MOUNTAIN HOUSE,SAN JOAQUIN COUNTY <br /> CALIFORNIA <br /> July 9,2002 <br /> 1.0 INTRODUCTION <br /> Condor Earth Technologies, Inc. (Condor) conducted a Phase II Environmental Site Assessment (Phase 11) <br /> for the proposed Neighborhood G site located in Mountain House, San Joaquin County, California(Figures <br /> 1 and 2). The Phase II was conducted at the request of Mr. Eric Teed-Bose of Trimark Communities in <br /> response to the mitigation measure described in the Mountain House Environmental Impact Report dated <br /> September 1994 (Appendix C, page C-32, Objective 2,Implementation Item [a]). <br /> The work described in this report was conducted in general accordance with the Phase II Environmental <br /> Site Assessment Work Plan, prepared by Condor,dated September 25, 2001. The work plan was developed <br /> using information contained in the California Environmental Protection Agency Department of Toxic <br /> Substance Control (DTSC) Preliminary Endangerment Assessment Guidance Manual, dated January 1994 <br /> (Second Printing, June 1999), and Interim Guidance for Sampling Agricultural Soils, prepared by Mr. Brad <br /> f Parsons of the DTSC, dated June 2000. The primary objectives of the work described in this report were to <br /> evaluate potential contamination issues and contaminant exposure levels associated with historical land use <br /> practices at the site. This report includes site background information, a description of the field sampling <br /> procedures and analytical methods used to conduct the work, a description of the laboratory analytical <br /> results,and conclusions. <br /> 2.0 SITE BACKGROUND <br /> The site is located approximately one-half mile west of the intersection of Mountain House Parkway and <br /> Byron Road in San Joaquin County, northwest of Tracy, California (Figure 2). The site consists of <br /> approximately 240 acres of generally flat land and comprises portions of Assessor Parcel Numbers (APNs) <br /> 209-040-12, 209-040-13, 209-050-02, and 209-050-06 in Sections 4, 5, 8 and 9, Township 2 South, Range <br /> 4 East of the Clifton Court Forebay, California Quadrangle, 7.5 minute, United States Geological Survey <br /> (USGS) Topographic Map, dated 1978. The site is surrounded by agricultural land. Vegetative cover <br /> consisting of alfalfa and corn was present at the site during soil sampling activities conducted on September <br /> 28,2001.The site is currently owned by Trimark Communities. <br /> A Phase I Environmental Site Assessment Report, dated October 29, 2001, was prepared for the site by <br /> Condor. According to information contained in the above referenced document, the site has historically <br /> been used to cultivate alfalfa, corn sugar beets, tomatoes, and wheat. Aerial photographs reviewed by <br /> Condor dated 1957, 1982, and 1994 indicate that land use of the site and surrounding area was entirely <br /> agricultural. A single-lane dirt road traverses the site from north to south through the center of the site. An <br /> unlined irrigation canal runs from the northwest corner of the site boundary through the site to the eastern <br /> site boundary, flowing in a southeasterly direction. Two single-lane dirt roads follow the irrigation canal, <br /> one on each side of the canal. Information obtained from the San Joaquin County Agricultural <br /> is CONDOR <br />
