VI. IN-TRODUCTION <br /> Mr. & Mrs. Larry and Sharon Rinauro are proposing to build a two-bedroom house and move a <br /> modular (prefabricated) house onto parcel APN 248-12-02 at 8923 West Etcheverry Drive. The lots <br /> on West Etcheverry Drive are 1.5 acres and are in a rural, unsewered area. The project site is south <br /> of the city of Tracy and southwest of the Tracy Defense Depot. City of Tracy water and sewer <br /> systems currently extend to Valpico Road. However, the Section of land where the Rinauro's <br /> property is located, referred to as the "Valpico Section," will probably never hook up to City water <br /> and sewer. The Valpico Section is bound by Linne Road to the south, Chrisman Road to the east <br /> MacArthur Road to the west and Valpico Road to the north. <br /> The San Joaquin County Environmental Health Department (EHD) has requested the information <br /> found in this report due to the following reasons: 1.) The parcel will contain two dwelling units <br /> (single family residences). Therefore, there must be assurances that the septic disposal area will <br /> accommodate these two houses, along with a 50% replacement area. 2.) Applicable distances must <br /> be maintained between surrounding wells and the proposed septic system disposal area. This is <br /> illustrated on the San Joaquin aerial Parcel Viewer map found in the Appendix. 3.) Conversely, the <br /> domestic well to be installed for the Rinauro's must be an adequate distance from surrounding <br /> septic systems. This must be verified by the well driller. 4.) Since the land subdivisions on <br /> Etcheverry Drive occurred in 1986, this project must comply with the Environmental Health <br /> Department Sewage Standards, specifically Section 10 - "Requirements for Waste Disposal for New <br /> Land Developments." All subdivisions after 1972 must comply with Section 10. 5.) The parcel is <br /> Iocated in a nitrate impacted area. Near surface soil information, including percolation testing, must <br /> be obtained to document shallow soil characteristics and the potential for mitigation of nitrate <br /> formation. <br /> The primary concern of nitrate in drinking water is that high concentrations can cause <br /> methemoglobinemia in infants and it can also induce abortion or death in cattle. This disease <br /> occurs through a series of complex chemical reactions within the hemoglobin in the blood. Only <br /> infants and young children are susceptible. Although this disease is extremely rare, nitrate can also <br /> potentially cause other health concerns. There have been scientific studies to suggest that nitrate <br /> may produce carcinogenic effects in humans. <br /> With this investigation and testing,nitrate impact was quantified from the two proposed residences that <br /> will be built and placed on the subject parcel. The results of the soil testing and nitrate calculations <br /> reveal that 1.)the soils at the maximum leachline depth of 42 inches have excellent percolative capacity, . <br /> 2.)the soil chemistry results indicate that the indigenous soil environment possesses favorable <br /> characteristics for increasing denitrification potential, and 3.)the nitrate loading calculations indicate <br /> that the recharge water from the two houses will not exceed the Maximum Contaminant Level for <br /> nitrate. <br /> Page -1- <br /> Chesney Consulting <br />
