Analysis <br /> Back round <br /> An off.premises sign may be conditionally permitted in the'C-G zone,witli an approved Site Approval The <br /> sign is`located in the commurnty of Lockeford The community of Lockeford,has been recognized.as having <br /> statewid historical significance by'he State of California.The Srte Approval was referred to the Planning <br /> Commission due.td opposition within the Lockeford corrimuraitj and issues regarding General Plan <br /> consistency. <br /> Scenic Corridor . <br /> While the proposed project meets.the Development Title Requirements for off-premises signs, the project <br /> is inconsistent with the policies of.the General Plan. General Plan Volume I, Figure VI-2, designates a <br /> portion of State.Route Highway 88, from'Jack Tone Road toile eastern end of San Joaquin County as a <br /> scenic route. General PianVolume I, Policies.12 and 13, pg VI-S, states, "The Courity should recognize <br /> the roads in Figure VI-2 as scenic routes.and as valuable in enhancing the recreational experience for <br /> County residents and non-residents. Development proposals along scenic routes shall not detract from <br /> the visual and recreational experience:" <br /> The proposed sign i5 located on a designated scenic route on State Route Highway 88, 1,900 feet east of <br /> Jack Tone Road. The proposed project is also located within the historic community of Lockeford. The <br /> Community Development Department is recommending denial of the project because an off-premises <br /> sign will detract from the visual experience of a scenic route within a historic community and therefore is <br /> not consistent with the General Plan Policy 13. <br /> Opposition <br /> The Community Development Department has received three letters of opposition from the following <br /> agencies: Lockeford Municipal Advisory Council, Clements Lockeford Chamber of Commerce, and the <br /> Lockeford Historical Society. A letter was also received from Locke Ranch Orchards. The concern <br /> expressed by the opposition is that the sign would visually detract from the historical nature of Lockeford's <br /> downtown community_ <br /> Findings <br /> Site Approval applications must meet five findings in order to be approved. Findings No's. 1 and 5 cannot <br /> be made in the affirmative. <br /> Finding No. 1 states "the proposed use is consistent with the goals, policies, standards, and maps of the <br /> General Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other <br /> applicable plan adopted by the County." <br /> • This Finding cannot be made because the proposed project is located along a scenic route <br /> as shown on General Plan Volume i Figure VI-2 map(General Plan Volume I, p.VI-6). <br /> General Plan Open Space Policy 13 (Volume 1, p.
