Findings <br /> In order to approve a Site Approval application, the Planning Commission must determine that <br /> each of the following findings can be made in the affirmative: <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General <br /> Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other <br /> applicable plan adopted by the County. <br /> • This Finding cannot be made because the establishment, maintenance and <br /> operation of an off-premise sign is in conflict with the General Plan Open Space <br /> Policy 13 (Volume I, p. VI-5) and General Plan Volume I Figure VI-2 map regarding <br /> scenic routes. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other <br /> necessary facilities have been provided, and the proposed improvements are properly <br /> related to existing and proposed roadways. <br /> • This Finding can be made because adequate utilities, access roads, sanitation, <br /> drainage and other necessary facilities have been provided and the proposed <br /> improvements are properly related to existing and proposed roadways. An off- <br /> premise sign will not require any additional facilities. <br /> 3. The site is physically suitable for the type of development and for the intensity of <br /> development. <br /> • This Finding can be made because the property is of adequate size and shape to i <br /> accommodate the proposed use and all yards, building coverage, setbacks, <br /> parking areas and other requirements of this Title. The property is adequate in <br /> size to accommodate provisions of the Development Title. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or <br /> welfare, or be injurious to the property or improvements of adjacent properties. <br /> i <br /> • This Finding can be made because an off-premise sign does not impose any <br /> detrimental impact to the public health, safety, or welfare or be injurious to the <br /> property or improvements of adjacent properties. <br /> 5. The use is compatible with adjoining land uses. <br /> • This Finding cannot be made because an off-premise sign located within a scenic <br /> route detracts from the intended visual and recreational experience. <br /> Opposition <br /> The Community Development Department has received four letters of opposition from the <br /> following agencies: Lockeford Municipal Advisory Council, Clements Lockeford Chamber of <br /> Commerce, Lockeford Historical Society and Locke Ranch Orchards.
