The <br /> project site is located on the west side of State Route 88, one-half mile north of Harney Lane, <br /> east of Lodi. Our Traffic Operations Branch, has reviewed the above referenced application and <br /> offers the following comment: <br /> An Encroachment Permit will be required to upgrade the existing driveway to <br /> commercial standards in order to handle truck turning movements. Please direct the <br /> applicant to include the affected portion of the State right of way in their environmental <br /> studies. This avoids the delay of a separate environmental review of the encroachment <br /> permit. You and the applicant should review the need for cultural resources, biological <br /> resource, and hazardous waste studies in our right of way. Review agencies and interest <br /> groups frequently challenge Caltrans permits on these issues.
