The applicant <br /> will need to depi1ct4h'e masonry wall and street trees on thesubdivision improvement plan, <br /> indicating how.the.'Wall.will be constructed. Landscaping of corrimon, are (surrounding the. <br /> noise.attenuations walls)will either be maintained by a'Homeowner's'Association or Lockeford <br /> Community Services District: . <br /> Noise <br /> i <br /> Development Title Section 9-1025.9 lists the Residential use type as a noise sensitive land use. <br /> An Environmental Noise Analysis was prepared by Charles M. Salter Associates, Inc. on <br /> September 27, 2005: The first row of proposed residences facing Highway 12188 will be exposed <br /> to future traffic noise levels which exceed the 65 dB Ldn standard for San Joaquin County. 1n <br /> order to achieve the acceptable exterior noise level of 65dB (Development Title Section 9- <br /> 1025.9), an eleven-foot barrier between Highway 12188 and the northern property lines of Lots 1, <br /> 87-102, 108, 109, and 1127115-and the eastern property line of Lots 115 and 116 shall be <br /> constructed. Additionally, a five-foot tall barrier shall be required from Lots 3 through 20. Per <br /> screening requirements in Development Title Section 9-1022.4[d], a solid masonry wall-shall be <br /> required from Lots 3-11 and as a result, the required five-foot barrier will apply to Lots 12-20. The <br /> applicant is proposing a solid, redwood fence for the noise barrier and has provided an approval <br /> letter from Charles M. Salter Associates, Inc. dated September 27, 2006, which states redwood <br /> fencing is acceptable"as long as the fence board has a surface density of approximately 3 <br /> pounds per square foot(e.g., 1-1/2 inch thick)." In addition, the redwood fencing may not have <br /> any cracks or gaps. <br /> Oak Trees <br /> The project site contains ten oak trees, comprised of two Heritage oak trees and eight Native oak <br /> trees. The applicant has stated that he wants to preserve the oak trees. To comply with the <br /> requirement of a,noise attenuation wall and preserve the oak trees, the applicant is proposing a <br /> cantilever, solid, redwood fence. This proposal would be in compliance with requirements in <br /> Development Title Section 9-1505.5 for grade changes under the dripline of the tree while <br /> providing an approved noise barrier simultaneously. <br /> Opposition Letters <br /> The Community Development Department has received six letters in opposition to the project. <br /> Specifically, neighbors have expressed concerns regarding the impact of traffic and a need for a <br /> park. <br /> Traffic <br /> • Several letters expressed concerns with regards to traffic at Sierra Drive and State Route <br /> 12188. The Department of Public Works required the applicant to complete a traffic study for <br /> the underlying Major Subdivision project. The traffic study was prepared by Dowling <br /> Associates, Inc. on May 31, 2006 and included mitigation measures to ensure any impacts <br /> due to traffic.would be reduced to a less-than-significant level. Mainly, the applicant shall be <br /> required to pay the Traffic Impact Mitigation Fee and the Regional Traffic Impact fee. <br /> Additionally, the applicant shall install a traffic signal at the intersection of State Route 12188 <br /> and Sierra Drive and provide left turn lanes on eastbound and westbound State Route 12188 at <br /> the State Route 12188 and Sierra Drive access intersection.
