e. STORM DRAINAGE: Any additional storm water drainage created by new improvements shall be <br /> retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown <br /> on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be <br /> included. (Development Title Section 9-1135) <br /> f. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All parking spaces, driveways and maneuvering areas shall be surfaced and permanently <br /> maintained with base material of appropriate depth and asphalt concrete or Portland cement <br /> concrete to provide a durable, dust free surface.. Bumper guards shall be provided when <br /> necessary to protect adjacent structures or properties. (Development Title Section 9- <br /> 1015.5[e]) The temporary parking spaces for marketing events may be surfaced with gravel, <br /> aggregate base, or chip seal. <br /> (2) A minimum of fifteen (15) permanent parking spaces shall be provided, including one (1) van <br /> accessible space. The accessible space shall be located as close as possible to the primary <br /> entrance (C.C.R., Title 24). (Development Title Section 9-1015.3) A minimum of twenty (20) <br /> additional temporary parking spaces for marketing events and one (1) bus parking space shall <br /> be provided. The details for the temporary parking spaces and bus parking space shall be <br /> provided on the site plan. <br /> (3) One bicycle parking rack or storage device is required for every 20 parking spaces. <br /> (Development Title Section 9-1015.7) <br /> (4) Each parking stall shall be an unobstructed rectangle, minimum nine(9)feet wide and twenty <br /> (20) feet long. Parallel parking stalls shall be a minimum of nine (9) feet wide and twenty-six <br /> (26)feet long. (Development Title Section 9-1015.5[b]) <br /> g. LOADING: Two (2) loading spaces shall be provided. Each space shall be a minimum of 25 feet in <br /> length and 15 feet in width, and shall have a minimum height clearance of 14 feet. On-site driveways <br /> and maneuvering areas may be used in lieu of one of the loading spaces as long as maneuvering <br /> areas for delivery vehicles are provided. (Development Title Section 9-1015.6) <br /> h. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site <br /> Plan: <br /> (1) Access driveways shall have a width of no less than twenty-five (25) feet for two-way aisles and <br /> sixteen (16) feet for one-way aisles, except that in no case shall driveways designated as fire <br /> department access be less than twenty(20)feet wide. <br /> (2) The applicant shall demonstrate on the Site Plans that an adequate turning radius for bus <br /> maneuvering around the perimeter of the winery can be accomplished. <br /> i. LIGHTING: Lighting shall be provided and comply with the following: <br /> (1) If the parking area is to be used at night, parking lot and security lighting shall be installed. <br /> (Development Title Section 9-1015.5[g]) <br /> (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property lines shall be permitted except onto public thoroughfares, provided, however, that <br /> such light shall not cause a hazard to motorists.
