Agricultural material shall <br /> not be burned when the land use is converting .from agriculture to non-agricultural purposes. (e.g., <br /> commercial, industrial, institutional,:or residential uses)..Section 5.1 of.this rule prohibits the burning of <br /> trees and other vegetative (non-agricultural) material whenev.er the, land is being developed-for 'non- <br /> agricultural <br /> on-agricultural purposes. In the event.that the project applicant burned Or burns agricultural.material, it would <br /> be in violation of Rule 4103 and be subject to District enforcement action. The following conditions apply <br /> if a portion of the vineyard is to be removed <br /> N - Open burning is prohibited at this project.site, per Rule 4103. <br /> - <br /> All chemically treated wood (i.e. stakes and end posts) from the vineyard.must be removed and <br /> disposed of properly. Treated wood shall not be shredded or chipped. <br /> - If shredding or chipping equipment is to be used for processing the vineyard waste, the equipment <br /> f shall be permitted by the District, or registered by the California Air Resources Board or the District as <br /> i Portable Equipment. <br /> Visible emissions created from the shredding or chipping equipment shall not exceed 20 percent. <br /> opacity or Ringlemann 1'and any standard specified on a Permit to Operate or Portable-Equipment <br /> Registration Certificate. <br /> Rule 4601 (Architectural Coatings) This rule limits volatile organic compounds from architectural coatingsi. <br /> by specifying architectural coatings storage, clean up and labeling requirements. <br /> Draft Rule 4694 will be going to the Governing Board for adoption on December 15, 2005. Our <br /> preliminary review of this project indicates that this new rule may effect the layout of the storage tank farm and . <br /> other equipment. The applicant may contact Mr. Daniel Barber at 559-230-5840 to discuss this rule in detail as <br /> this rule is still subject to revisions. Below is a summary of some sections of the proposed new rule: <br /> Rule 4694 (Wine Fermentation and Storage Tanks) This rule limits VOC emissions associated with wine <br /> fermentation and storage. <br /> Section 5.0— Requirements <br /> - Emissions from fermenters having an internal volume of 50,000 gallons or more shall be controlled <br /> by an Air Pollution Control Officer(APCO) -approved control system. <br /> - An APCO-approved emissions control system shall achieve an overall capture and control efficiency <br /> ` of at least 86%. <br /> - Storage tanks shall be equipped and operated with a pressure vacuum relief valve, and the <br /> temperature of the stored wine shall be maintained at or below 70 degrees Fahrenheit. <br /> Section 6.0—Administrative Requirements <br /> 6.1 Monitoring and Recordkeeping <br /> Operators shall maintain daily operational records for fermenters and storage tanks. Records will <br /> include wine production volumes by tank and be of sufficient detail to allow determination of <br /> compliance. <br /> Operators claiming exemption from the control requirements shall maintain records of annual bulk <br /> wine production, by wine type. Records submitted to the TTB for tax purposes can satisfy the <br /> requirement, provided the operator includes production volumes of red and white wine produced. <br /> 6.2 Emissions Control Plan Operators shall submit and emission control plans to the APCO for <br /> approval. The plans shall include a schedule of increments of progress consistent with the <br /> compliance schedule in the rule. <br /> 6.3 Compliance Testing <br /> Operators shall test or otherwise certify that all VOC control systems achieve the established <br /> performance standards. <br /> 6.4 Test Methods <br /> Indicates the applicable test methods to be used in determining compliance with the rule <br /> requirements. <br /> t <br /> L <br />
