i <br /> Y <br /> (a) Agency Retention Basins. The public drainage system may discharge into a <br /> retention basin where all of the following exist: <br /> I <br /> (1) There are no terminal drainage facilities within one thousand (1,000)feet, <br /> and; <br /> (2) The site conditions of soil permeability and groundwater level allow a <br /> retention basin designed to meet San Joaquin County Improvement <br /> Standards. (Development Title Section 9-1.135.5) <br /> 4 ' <br /> (b) Private Ownership. A drainage system serving only one existing parcel may be <br /> privately owned until additional parcels are served, then it shall become a public <br /> drainage system. (Development Title Section 9-1135.5) <br /> • The proposed project site is located outside of the unincorporated <br /> f urban community of Lockeford. Public Storm drainage is required for <br /> this project because this site would be the second parcel at this <br /> intersection. } <br /> Special Purpose Plan <br /> The County shall require Special Purpose Plans for significant Freeway Service and° <br /> Commercial Recreation projects. (Planning) (General Plan Volume 1, Commercial <br /> Development Implementation Measure No. 3, pg IV-30). <br /> • Depending on the characteristics of the proposed development, the <br /> Community Development Department may require a Special Purpose <br /> Plan prior to the approval of any development permits on the property. <br /> Water Policy (Board Resolution: R-99-793) <br /> Board Resolution R-99-793 states: r <br /> "Any General Plan Amendment approved by the County shall not result in an increased <br /> demand upon the water supply available to San Joaquin County as of April 1, 1991." <br /> For General Plan Amendment applications for commercial or industrial development, all <br /> parcels smaller than 20 acres shall be exempt from this Policy. The proposed use shall <br /> not exceed 2.25-acre feet of water per acre for each year. <br /> This Policy shall apply to any amendments to the County General Plan 2010. <br /> Documentation adequate to enable the County to determine conformance with this <br /> Policy shall be provided as required. <br /> • The parcel is less than 20 acres; therefore, the proposed project is <br /> exempt from the water policy.
