Recommendations <br /> Aci ion <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Mitigated Negative Declaration; and <br /> 2. Approve Major Subdivision No. PA-03-569 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findings <br /> 1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific <br /> Plan, and Special Purpose Plan and any other applicable plan adopted by the County. <br /> • This finding can be made because the Rural Residential (RIR) General Plan designation <br /> and Rural Residential (R-R) zone permits the subdivision as proposed. The project <br /> complies with the General Plan density requirements for the R-R zone(1-5 dwelling units15 <br /> gross acres). There are no Master Plans, Specific Plans, or Special Purpose Plans in the <br /> project vicinity. <br /> 2. The design or improvement of the proposed subdivision is consistent with the General Plan and any <br /> applicable Specific Plan or Special Purpose Plan. <br /> - - - �` :—This finding-can-be-niatle because the deign-and- improYelr�ents of`tlie"p�opoed- "'-` <br /> _ <br /> --subdivision-are-consistent-with-the-standards--contained-in-the-General-Plan--as--reflected- <br /> onn the Tentative Map. The parcels will be served by a public water well, on a site to.be <br /> dedicated to the County, and by an on-site, community retention pond. Because the well <br /> site and terminal drainage system will be public, the parcels may have on-site sewage <br /> disposal systems. <br /> 3. The site is physically suitable for the type of development proposed. <br /> • The site is physically suitable for the type of development proposed because the parcels <br /> all satisfy the minimum lot size and width requirements for parcels in the R-R zone. The <br /> minimum lot size in the R-R zone is one acre. The minimum lot width requirement is 150 <br /> feet for each lot, or the average lot width for all the lots in the subdivision shall be equal <br /> to or greater than 150 feet (Development Title Section 9-310.4). Because this subdivision <br /> will be served by public water and terminal storm drainage through CSA No. 43, the <br /> subdivided lots may have on-site septic systems. Proposed building pad sites for each <br /> lot are shown on the site plan and are within the required setback for the R-R zone. <br /> 4. The site is physically suitable for the proposed density of development. <br /> This finding can be made because the Tentative Map is consistent with the General Plan <br /> density requirements of 1 to 5 dwelling units per 5 gross acres in the RIR General Plan <br /> designation. The entire project are is 21.19 acres, which results in a density of 3.5 <br /> dwelling units per 5 gross acres. The proposed lots will be served by public water and <br /> terminal storm drainage through CSA No. 43. Also, the size of each lot is suitable for the <br /> proposed on-site septic systems.
