on-n ren
San Joaquin Valley APR S 2004
Air Pollution Control District Commul„ty ut:vc-"Upij,u„I Dept
February 23, 2004 Reference 200400
#: 49
Ray Hoo
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
j Stockton, CA 95205
SUBJECT: PA-0300569 (SU) A MAJOR SUBDIVISION APPLICATION TO
DIVIDE 21.19 ACRE INTO 15 RURAL RESIDENTIAL LOTS.
Dear Mr. Hoo:
The San Joaquin Valley Air Pollution Control District (District) has reviewed the
proposed projects. and offers the following comments:
The San Joaquin Valley's air quality has been designated nonattainment by the EPA
and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate
matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require
areas that are designated nonattainment to reduce emissions until standards are met.
Based on the information provided, it appears that this project will have a less-than-
significant
ess-thansignificant impact on the ambient air quality. However, the construction phase of this
project can generate emissions from the movement of soil, use of heavy equipment,
bulk materials handling, asphalt paving and other related activities. As a result,.this
project is subject to District Regulation VI 11 (Fugitive Dust Prohibitions). The purpose cf
Regulation Vlll is to reduce the amount of fine particulate matter (PM-10) entrained into
I the ambient air from man-made sources. The attached Synopsis highlights many of the
requirements contained within Regulation VIII. The Synopsis is not meant to be all-
inclusive, but it can be a useful compliance aid in the field and office alike.
On July 17, 2003 amendments to Rule 4901 were adopted by the District's Governing
s Board. Amendments to the rule affect future construction plans for both residential and
commercial developments, the following is a summary of these changes.
a
David L.Crow
Executive Director/Air Pollution Control Officer
Northern Region Office Central Region Office Southern Region Office
4230 Kiernan Avenue,Suite 130 1990 East Gettysburg Avenue 2700 M Street,Suite 275
I
Modesto,CA 95356-9322 Fresno,CA 93726-0244 Bakersfield,CA 93301-2373
I (209)557-6400• FAX(209)557-6475 (559)230-6000-FAX(559)230-6061 (661)326-6900•FAX(661)326-6985
www.valleyair..org
4
