Schenone Specialty Foods., _. c.
06 Sep 2009
1 would rather be able to commit these funds to actually making meaningful changes
to the system instead of continued payment to learn what we already know. Please
let me know if there is a different or formal mechanism, to request this change.
Design Efforts Have Focused on Returning System Oversight to County
One of the best outcomes financially would be to repair the system so that the
effluent composition is comparable to residential effluent. Since our historical flows
have been very low (approx 800/gpd), this seems like a viable option. Our repair
designs options have included this as a goal and I have had correspondence with
numerous people about the feasibility of accomplishing this. Our engineers and
contractors, and the CWRQCB seem open to the idea but Donna Heran at San
Joaquin County is currently reluctant to become the lead agency due to extreme
cutbacks in staffing in her department. This continues to be a high priority for us and
we will continue to coordinate as needed. Please see attached letter to mary Serra
Dated May 5, 2009.
Conclusion
Please allow me to see what the results are of the mediation next week. Hopefully
we can get a resolution and repairs started imidiently. If that does not go well I will
contact you again to discuss what the CRWQB suggestions may be at this time. If I
am running out of time to make these corrections to the violations I may need to
consider other drastic measures such as discontinuing food operations at this
location.
Thank you for your consideration and you patience. Should you have any questions,
or desire additional information, please do not hesitate to contact me. I look forward
to providing full compliance to the requirements of the State and the County.
I again apologize that this has taken so long but I think you will see after reviewing
the a achments that this has been a very complex situation.
eYega sE nno Jr
P esident
I
Attachments:
Notice of Mediation Scheduled for September 15, 2009
Brown and Caldwell Report Dated — 2008.
