1 l
San Joaquin County since the flows and effluent concentrations would then be comparable to
other systems the County typically regulates. In phone conversations between our engineer,
Robert Beggs of Brown and Caldwell, and Tim O'Brien, Mr. O'Brien mentioned that this
proposal would probably be worthy of consideration by the Regional Water Board. He
requested that I send you this letter with our request.
We propose to perform the following:
• Install a biofilter system to reliably reduce monthly average effluent BOD
concentration below 154 mg/L.
• Sample and verify the performance of the system for 6-12 months after installation.
• Provide whatever documentation would be necessary to enable the Regional Water
Board to return the upgraded system to San Joaquin County jurisdiction.
• Obtain a letter from the San Joaquin County EHD that specifies their willingness to
resume oversight of our waste water disposal system.
We also believe that reducing the BOD will enable compliance with our TDS limit.
Please let me know if this approach seems reasonable to you and if you would generally be
` supportive of allowing us to return to County jurisdiction if our results prove the
effectiveness of our wastewater treatment system upgrade.
i cerely
E c enone, Jr.
P sident
cc: Steve Rosenbaum CRWQCB
G_ Tim O'Brien CRWQCB
Robert Beggs Brown and Caldwell
Donna Heran San Joaquin County EHD
