We understand your concern that the wastewater discharge is a <br /> small amount and an insignificant threat to groundwater quality; unfortunately,without data supporting <br /> your position,staff cannot concur. Therefore we again request that Schenone Specialty Foods,Inc. <br /> (SSF) submits the information required to allow evaluation of the industrial waste stream in the form of <br /> a revised Deport of Waste Discharge(RWD). <br /> Your 11 Juste 2003 correspondence states,"I believe that most if not all of the truly relevant questions <br /> have already been answered for our project." The proposed facility has not been adequately described to <br /> allow staff's review. A project was described in the 31 December 2002 Chesney Consulting Nitrate <br /> Loading Study and submittals to the San Joaquin County Environmental Health DepartmenLhnLft <br /> ,project has changed substantially_from those descriptions.,The changes include: a second 60-gallon <br /> cooking kettle,two water cooled candy cooling tables, a private shower, a washing machine, and <br /> construction of a retail/coffee/ice cream shop. Each of these devices and uses will add wastewater flow <br /> to the system and were not included in the original sizing calculations. Additional flow of industrial �•- <br /> 4w,ww i•. <br /> wastewater,without additional treatment, makes the likelihood of groundwater degradation more likely. <br /> The Nitrate Loading Study presents wastewater system sizing calculations on page 10(however, flow <br /> estimates for the second cooping kettle,cooling tables, shower,and washing machine are not included in <br /> the estimate). Section V of the report states, "Paramount to every issue regarding the septic system for <br /> this project,is the importance that water usage be kept to an absolute minimum." The changes to the <br /> project are likely to add substantial amounts of water to the septic system. <br /> The Nitrate Loading SMdy calculates the likely groundwater impact that would result from the originally <br /> described wastewater system would be 9.6 mg/L as nitrate-nitrogen(slightly under the drinking water <br /> Maximum Contaminant Level of 10 mg/L). This value is based on an assumed quality of the domestic <br /> and process wastewater;however,the process wastewater has yet to be sampled and analyzed. Please <br /> realize that staff are unable to prepare waste discharge requirements without an analysis of the potential <br /> California.Environmental Protection Agency <br /> Recycled Paper <br /> The energy challenge facing California is real.
