This analysis can only be made by collecting sample(s) of the wastewater, <br /> analyzing it for constituents of concern, evaluating the proposed treatment system, and evaluating the <br /> quality of the underlying groundwater. You have not yet provided this evaluation. In addition, the <br /> California Business and Professions Code sections 6735, 7835, and 7835.1 state that any evaluation or <br /> other work.requiring interpretation and properaPPlication of engineering or geologic sciences shall be <br /> � <br /> prepared by or under the direction of persons registered to practice in California. The determination of <br /> the-potential for groundwater,degradation must be made by a registered professional, as stated in our 5 <br /> June 2003.letter. In general, under,the Business and Professions Code, a Registered Environmental <br /> Assessor Vould be not be qualified to make such a determination. <br /> Degradation of groundwater quality is only allowed under certain conditions, as described in State Water <br /> Resources Control Board Resolution 68-16 the Controllable Factors Policy; the Antidegradation <br /> plementation Policy;or the Policy for Application of Water Quality Objectives. SSF has not made a <br /> demonstration that degradation should be allowed for its discharge. Please refer to the Water Quality <br /> Control Plan(Basin Plan), Fourth Edition for further information on those policies. The Basin Plan is <br /> available at the Regional Board website at: http://www.swrcb.ca.aov/rwgcb5/available_documents/ <br /> index.html#anchor6163 81. <br /> SSF has not submitted any of the items requested in our 30 May 2003 letter(neither the Form 200, the <br /> Application/Report of Waste Discharge General Information Form for NPDES Permits and Waste <br /> Discharge Requirements, the required filing fee of$2,300, or the Additional Information Requirements <br /> prepared under the direction of a California registered engineer). Staff are unable to begin the process of <br /> preparing Waste Discharge Requirements (WDRs)without this information. Please submit the revised <br /> RWD, including the answers to the Additional Questions, as soon as possible to prevent further delays in <br /> processing your application. Preparation of site specific WDRs takes approximately 120-150 days. <br /> Please submit your revised RWD as soon as possible to minimize impacts to your project schedule.
