A n
Ernie Schenone,Jr. . August 19,2003
Schenone Specialty Foods,Inc. Page 8
iv. Is the quarterly testing to be performed in perpetuity? Please note that in addition to the
proposed yearly fee of$450, the current cost of the lab analyses requested is$328. This
will amount to a yearly fee just to operate the septic system of$1,762?
The parameters to be tested and the frequency of testing will be specified in the WDRs.
These conclude the EHD responses to the comments and concerns listed in your letter of July 24,2003.
Since my return from vacation on August 11, 2003, I have also reviewed your correspondence to Manuel
Lopez, San Joaquin County Administrator, dated August 8, 2003, and have the following comments:
Of particular concern was the attendance of Mike Huggins and Robert McClellon of my staff at a
meeting at your facility with Wendy Wyels and Tim O'Brien of the CVRWQCB on August 15`
t The EHD staff was asked to attend the meeting by CVRWQCB staff. It is normal procedure for a
state agency to request the attendance of local agency staff when meetings andlor site visits take
place in the local agency jurisdiction. This helps with project coordination to ensure that both
agencies are aware of the information shared and issues discussed.
➢ After the meeting, the EHD and CVRWQCB staff carried on a lengthy conversation in the
parking lot of the business complex where your facility is located. You asked the nature
details of this conversation. The CVRWQCB and EHD staff took this opportunity to discuss'
several other pending San Joaquin County projects with which both agencies are involved.
I hope that I have satisfactorily addressed your questions and concerns. As previously noted, the EHD
will continue to work closely with you and the other local and state agencies involved v6th your project.
If you have any additional questions, please contact me at(209) 468-3426; Al Olsen,Program Manager,
at(209)468-3434; or Laurie,Cotulla,Program Manager,at(209)468-3431.
Sincerely,
DONNA HERRN,REHS,DIRECTOR
San Joaquin County Environmental Health Department
DH:LC:AO
f Attachments: (10)
cc: Honorable Senator Poochigian
Honorable Senator Machado
Honorable Assemblyman Nakanishi
Jack Sieglock, Chairman, San Joaquin County Board of Supervisors
Wendy Wyels,CVRWQCB
Manuel Lopez, San Joaquin County Administrator
Kerry Sullivan,Deputy Director, San Joaquin County CDD
Jose Rubianes,Development Services, San Joaquin County CDD
