Wilcox Road, Suite Hivy-, <br /> Stockton, CA .95215. <br /> REQUEST FOR REPORT OF WASTE DISCHARGE, CHOCOLATE MANUFACTURING <br /> FACILITY, CLEMENTS, SAN JOAQUIN COUNTY <br /> Thank you for contacting me to discuss your proposed industrial/domestic wastewater system at the <br /> chocolate manufacturing facility on 18819 E. Highway 88, Clements, San Joaquin County. Because <br /> you are proposing to discharge food processing and cooling water waste to land, you must obtain <br /> Waste Discharge Requirements (WDRs) from the Regional Board prior to any discharge of these <br /> wastes. <br /> Staff have reviewed the 28 April 2003 correspondence to Mike Huggins at San Joaquin County <br /> Environmental Health, the 15 April 2003 correspondence transmitting a 1 March 2003 Chesney <br /> Consulting report that includes a Stormwater Notice of Non-Applicability and preliminary septic <br /> system specifications, and a Nitrate Loading/Soil Suitability Septic Tank Design report, and have <br /> determined that additional information is required. <br /> To initiate the WDRs preparation process, please submit a Report of Waste Discharge (RWD). The <br /> RWD consists of the enclosed Form 200, a filing fee, and a technical report that will serve as your <br /> response to Sections VI and VII of Form 2_00. The technical report must, at a minimum, address all <br /> I VI � _ <br /> items fisted on the enclosed sheet entitled "Additional Information Requirements" and trust be <br /> prepared under the supervision of a California registered civil engineer. The RWD shall also include <br /> any additional information required to explain the site-specific processes. <br /> The filing fee is based on the threat and complexity of the discharge, as described in the enclosed Filing <br /> Fee Schedule. Staff has determined that this discharge is classified as a 2B threat/complexity, and <br /> therefore a check in the amount of$2,700 must accompany the RWD. Because Schenone Specialty <br /> Foods, Inc. submitted a $400 check on 17 March 2003, the balance amount of$2,300 shall be <br /> submitted with the RWD. The check is to be made payable to the State Water Resources Control <br /> Board. <br /> Preparation of site specific WDRs takes approximately - <br /> pp tely LO 150 days.
