R5-2009-0125 <br /> RESCINDING NPDESIWDR'REQUIREMENTS <br /> The California Regional Water Quality Control Board, Central Valley Region, finds that the <br /> Board adopted the following Orders which are no longer applicable for the reasons shown <br /> Waste Discharge Requirements Order No. R5-2003-0138, adopted 5 September-2009, <br /> i prescribes requirement for Big Break Marina, for maintenance dredging and upland placement <br /> of approxim.ately.12,000 cubicyards of.,.dredged.material.-Big,Break_marina-is.located-east-of - <br /> the Antoich Bridge on the south shore of the San Joaquin River, at#100 Big Break Road, <br /> Contra Costa County. The owner of the facility, Mr. David Biron, has requested these waste <br /> -discharge requirements to be recscinded, stating that for financial reasons, the facility has not <br /> been dredged and will not be dredged in the future. Consequently, these waste discharge <br /> i requirements are no longe_ r required. (PG) <br /> E <br /> Order.No. R5-2004-0034, adopted 19 March 2004, prescribes requirements for the discharge <br /> of food processing wastewater to a subsurface wastewater system at 18819 East Highway 88, <br /> Clements, San Joaquin County. Schenone Specialty Foods, Inc. operated the Chocoholics <br /> Divine Desserts at the facility. On 15 October 2009, Mr. Ernie Schenone provided written <br /> notification to the Central Valley Regional Water Quality Control Board that food processing <br /> wastewater generation had ceased at the facility, that Schenone Specialty Foods, Inc. would <br /> cease operating Chocoholics Divine Desserts, and requested the Order be rescinded. The <br /> wastewater system is also currently permitted through the San Joaquin County Environmental <br /> Health Department for domestic wastewater discharge. At this time, it is appropriate to rescind <br /> the Waste Discharge Requirements. (TRO) . <br /> Order No. R5-2006-0110, adopted 22 September 2006, prescribes procedures and monitoring <br /> requirements for Alpha Dyno Nobel dba Alpha Explosives and Hercules Incorporated, In Situ <br /> Groundwater Treatment System, Placer County for its microbiological groundwater <br /> remediation facilitated by the addition of an acetate substrate to groundwater. On <br /> 22 September 2009, the Executive Officer issued the Discharger coverage under the General <br /> Order for In-Situ Groundwater Remediation (Order No. R5-2008-0149-003). The General <br /> Order replaces the site-specific WD Rs No. R5-2006-01.10 and it is appropriate to rescind <br /> Waste Discharge Requirements Order No. R5-2008-0110. (AST) <br /> Waste Discharge Requirements Order No. R5-2007-0075 (NPDES No. CA0078581), adopted <br /> 22 June 2007, by the Regional Water Quality Control Board, Central Valley Region prescribes <br /> requirements for the discharge of once-through cooling water from the California Department <br /> of General Services (DGS), Central Plant Division, Heating and Cooling Facility to the <br /> Sacramento River, a water of the United States. <br />
