PC: 4-15-93
SA-93-3
This project wINhtvolve the use of chlorine, ammonia, Roveral, and methyl bromide.
Chlorine will be used to wash lite cherrie%.and the disposal of the discharge must meet the
dwhaW standards of the Environmental Health Division. The Agricultural Commissioner Office
Wo irtspW the site to ensure that the chlorine is being properly used and to ensure that the
equipment used for washing the cherries meets their standards.
Ammonia is used to cool the cherries. The use and storage of the ammonia has to comply with
the standards of the.Unden-Peters Fire District. The handling of ire chlorine and the ammonia
must meet the standard mWirements of the Office of Emergency Services, and Condition of
Approval 7(b) requires that a.Risk,Management Prevention Program be filed within 12 months
after the substance is on the site.
The fungkide, Roveral, which is used in the packing of the cherries to retard the decay, will be
circulated into a tank and then emptied daily. The applicant has a service that will.pump the tank
dally and properly dispose of the waste. The use of this chemical has to be reported to the
Agdct*ural Cor milssioner Office prior to application and be in compliance with their standards.
Methyl bromide will be used in the fumigation chamber. Chambers are annually inspected by the
U.S.D.A. During the export season, the chambers are inspected by the U.S.D.A. or the
Agricultural Commissioner Office. Venting of the chamber is typically done In the middle of the
night. The State of California, Department of Pesticide Regulation, has conducted studies on the
various uses of methyl bromide and will be requiring conditions with the permits for the methyl
bromide use sometime in the near future. This chemical is routinely used by cherry packing
sheds in the county. A letter from the Office of the Agricultural Commissioner of San Joaquin
County states that a.search of their records of the Irwestigations made by that office in the last
five years does not reveal any reported illnessesresulting from the venting of fumigation
chambers using methyl bromide. The handling of,this chemical 'must meet the standard
regc>lrernents at the Office of Emergency Services prior to Initiation of the use.
ENVIRONMENTAL CO O S• ~
The Initial Study preparedforthis project did not identify any significant impacts that the proposed project
may have upon the environment. Based on the Initial Study, a Negative Declaration has been prepared.
In addition, a Certificate of Fee Exemption with a'DeMinimis Impact Finding' has been prepared which
states that the project will not have an adverse effect on wildlife resources.
-16-
