• The Conditions of Approval, dated January 26, 2010, state the"the report shall address the <br /> conversion of the existing family residence into a religious facility..." This single family <br /> residence (SFR) is to be removed from the project site and will not be incorporated into the <br /> Hindu Temple project. <br /> • As illustrated on the attached Septic System Plans,the primary disposal area and the <br /> required 100%reserve/replacement/addition area is situated at the northwest corner <br /> (NWC)of the subject property. When septic system failure occurs at some point in the <br /> future, approximately five parking stalls will have to be removed to accommodate the <br /> I� reserve area. <br /> • Although ultimate wastewater flow volumes emanating from the completed project are <br /> unknown, the average daily flow(ADF) volume is based upon the Approved Use of 81 <br /> total people, every Saturday of the calender year and assigning 10 gallons per person based <br /> on the SJC Sewage Standards, for an ADF of 810 gpd. <br /> In summary,the soils testing and investigation has found the indigenous soils under the proposed <br /> domestic wastewater disposal area to contain a predominately fine-grained silty clayey material with <br /> marginal percolation capabilities. Percolation test results indicate the surface soils down to 42" <br /> possess slow percolation capacity. The soils at the 25 ft depth representative of seepage pits have <br /> poor(failing)permeability. An"unofficial'perc test was conducted at 8 ft in depth in the proposed <br /> stormwater retention basin area, -120 ft to the east of the primary effluent disposal area. This test <br /> indicated excellent permeability at the 8 ft depth. Although this depth can be representative of <br /> sumps, seepage pits will be installed. As the effluent eventually rises in the seepage pits, it will <br /> encounter this permeable stratum and provide additional lifespan to the system. <br /> Although the percolation test results show acceptable permeability(except for the 25 ft deep test), <br /> effluent long-term acceptance rates by the indigenous soils will decrease. This premise is based on <br /> the number of septic system failures that have occurred and witnessed by EHD in the Morada area �G 1 <br /> of Stockton. Although the clay soils foster biomat formation, they also provide a measure of <br /> protection against nitrate formation in the underlying groundwater, also widely observed by EHD <br /> and confirmed through testing of the on-site well for this project. <br /> II. SOIL SUITABILITY STUDY FINDINGS <br /> A. SUBJECT PROPERTY AND SURROUNDING STUDY AREA INFORMATION <br /> SSS§ 1.1. Surrounding land use to the north is, and has been, in low density housing on large lots <br /> and ranchettes. To the west is Highway 99 and residential subdivisions. To the east is another <br /> L� z ) religious facility and rural residences. To the south is agricultural production land currently in <br /> cherries. The property is zoned R-R, Rural Residential. <br /> 2 <br />
