Date: September 22, 2006 Re: Lead Agency Project Title: N/A Lead Agency Project Number: PA-0600066 (SA) Assessor Parcel Number(s): 051-190-24 Total Acres to be converted from Open Space Use: 2.14 acres Habitat Types to be Disturbed: Urban Land (No Pay) Species Impact Findings: Findings to be determined by SJMSCP biologist. Dear Ms. Hatef: SJCOG, Inc. has reviewed application PA-0600066 (SA). This project involves a site approval application for a landscaping business. Phase One includes constructing an 800 square foot building for office and storage to be completed in 18 months. Phase Two includes the construction of a 4,000 square foot building for storage to be constructed in 36 months. This project is located on the southeast corner of State Route 12 and Fox Road, Lodi. The City of Stockton is a signatory to San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act (CEQA). Although participation in the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating in the SJMSCP, they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. This Project may be subject to the SJMSCP. Please contact SJMSCP staff regarding completing the following steps to satisfy SJMSCP requirements if needed: • Schedule a SJMSCP Biologist to perform a pre-construction survey prior to any ground disturbance Sign and Return Incidental Take Minimization Measures to SJMSCP staff(given to project applicant after pre-construction survey is completed) Return signed ITMM's to both the City of Stockton and SJCOG, Inc. for release of grading permit If you have any questions, please call (209)468-3913.
