Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve a one-year Time Extension for previously approved Use Permit No. PA-0500714 with <br /> the previously approved Findings and the previously approved Conditions of Approval <br /> contained in the staff report. <br /> Previously Approved Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • The establishment, maintenance and operation of an agricultural processing and food <br /> manufacturing facility does not conflict with the General Plan because the use proposed in <br /> application PA-0500714 is consistent with the A/G General Plan designation,which in turn <br /> is permitted in the AG-40 zone.There are no Master Plans, Specific Plans, Special Purpose <br /> Plans, or any other plan adopted by the County applicable to this project. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • Adequate utilities, access roads, sanitation,drainage and other necessary facilities have <br /> been provided and the proposed improvements are properly related to existing and <br /> proposed streets and highways because all utilities, improvements, and other facilities are <br /> existing or will be provided as reflected in the approved site plan. This parcel is served by <br /> a private septic system, an individual well, and an on-site drainage system. There are no <br /> changes required or recommended. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • The 14.77-acre property involved is of adequate size and shape to accommodate the <br /> proposed use and all yards, building coverage, setbacks, parking areas and other <br /> requirements of this Title because the property is adequate in size to accommodate the <br /> provisions of the Development Title. Most of the buildings for the proposed use are <br /> existing (84,000 square feet).There is an additional 7,500 square feet of proposed storage. <br /> This project will use approximately half of the total acreage available. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because an Initial Study prepared for this project found no <br /> potentially significant environmental impacts. <br /> San Joaquin County PA-0500714\Gikas <br /> Community Development Page 4 <br />
