San Joaquin Valley
Unified Air Pollution Control District
May 26, 1998 -- - Y
Kai Luoma t. , { w 7 1J9$
San Joaquin County
Community Development Department D8V6d011111 '
Development Services Division Commune
1810 East Hazelton Avenue c
Stockton, CA 95205
SUBJECT: SITE APPROVAL FOR A STORAGE BUILDING FOR AN EXISTING PUMP
CONTRACTOR OPERATION (SA-98-30)
Dear Mr. Luoma:
The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed
project and offers the following comments:
Based on the information provided, it appears that this project will have a less-than-
significant impact on the ambient air quality. Therefore, a negative declaration is
appropriate from an air quality perspective. However, the construction phase of this
project can generate emission from the movement of soil, use of heavy equipment, bulk
materials handling, asphalt paving and other related activities. As a result, this project
is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of
Regulation Vlll is to reduce the amount of fine particulate matter (PM-10) entrained into
the ambient air from man-made sources. The attached Synopsis highlights many of the
requirements contained within Regulation VIII. The Synopsis is not meant to be all
inclusive, but it can be a useful compliance aid in the field and office alike.
Thank you for the opportunity to comment. If you have any questions, please feel free to
contact me at (209) 545-7000.
Sincerely,
Trac Roe Bettencourt
Environmental Planner APCD REF 980227
Northern Region
David L.
