RECEIVE <br /> APR 0 51999 <br /> Community UeVelOPMUOI uCPt. <br /> San Joaquin County Community April 2, 1999 <br /> Development Department <br /> 1810 East HazeltonAve. <br /> Stockton, Calif. 95205 <br /> Re: Site Approval Application#SA-99-24 <br /> Although the notice we received indicated there would be no environment impact, we <br /> have the following concerns. <br /> 1) If approved, the plastic recycling would be located very close to the intersection of <br /> Highway 120 and French Camp Road. This intersection is Y-shaped and includes railroad <br /> tracks across Highway 120. It has no traffic lights and a blind curve on French Camp Road <br /> which makes for a dangerous situation. Westbound traffic on Highway 120 merging onto <br /> French Camp Road very often is traveling at a high rate of speed. There are often several <br /> vehicles waiting to turn left onto Highway 120 from French Camp Road. Because of the <br /> high rate of traffic on Highway 120, these vehicles many times backup to where this site's <br /> driveway is located. We are concerned as to the amount of traffic impact this facility will <br /> contribute (large trucks coming and going) to the already existing traffic from the store, <br /> hay company and traffic from Highway 120. <br /> 2) The current site is an eyesore and it seems that adding the processing of plastic will <br /> only negatively add to that location. <br /> 3) Our ground water was tested recently. The Nitrate ppm NO3 was found to be at a <br /> level of 69 ppm. We were advised levels above 45 ppm are considered unsafe for drinking <br /> purposes and may contribute to polluted ground water. Therefore any type of business <br /> that may add to this already precarious ground water supply should only be allowed to <br /> operate if they can guarantee there will be no contamination. <br /> 4) A few years back, there was a fire at this site which somehow jumped over to the hay <br /> stored on the neighboring property. This fire burned for several days, causing a large <br /> amount of smoke, pollution and property damage. Plastic is highly flammable and toxic <br /> and locating a plastic recycling facility next to an existing hay company is definitely <br /> questionable. It should be noted that the fire department in this area is located <br /> approximately 2 1/2 miles away and at this time operates on a volunteer basis only. <br />
