The General Plan designation would change from A/G (General Agriculture) to P (Public). The underlying project is to establish a Native American treatment and cultural center. The applicant has also expressed an interest in donating and/or selling a portion of the land to San Joaquin County as a new location for the Agricultural Commissioner's building. The parcel is currently zoned AG-40 (General Agriculture-40 acre minimum). AG-40 zoning is an implementing zone for a P General Plan designation. The proposed underlying project is not permitted in the AG-40 zone. As a result, in order to proceed with the cultural and treatment center, the site would require a Zone Reclassification application to change the zone to P-F (Public Facility). If the applicant decides to file a full application to change the General Plan designation from A/G to P, the Board of Supervisors must determine that the internal consistency of the General Plan is maintained in the adoption of the General Plan Amendment. The General Plan does not contain specific locational criteria for Public designation.
