• The Plan shows that adequate room is available for easy maneuvering of trucks in and out of the <br /> terminal and for the parking of all trucks and vehicles. The project will also be conditioned <br /> consistent with this requirement. <br /> 8. Truck Terminals shall not be adjacent to residential, commercial (other than freeway service areas), or <br /> resource conservation areas that are designated on the County General Plan Map. <br /> • The site is not located adjacent to residential, commercial,`or resource conservation areas that are <br /> designated on the General Plan Map. <br /> The proposed Amendment appears to maintain the consistency of the General Plan. Therefore, the <br /> Community Development Department is recommending that the Planning Commission recommend that the <br /> Board of Supervisors approve the General Plan Map Amendment. <br /> Public Health Services Concerns <br /> The Environmental Health Division does not support the General Plan and Zone Reclassification and <br /> expressed concerns regarding the potential for this proposal to encourage development on parcels that are <br /> isolated from water and sewer services. The Environmental Health Division recommends that subsequent <br /> adjacent developments not be approved unless a County Service Area is created for full public services. <br /> General Plan polices contained in Volume 1, specifically Wastewater Treatment Policy 2, Water Supply <br /> Policy 2, and Stormwater Drainage Policy 1, allow septic systems, wells, and retention basins in the Truck <br /> Terminal designation if General Plan and Development Title regulations are met. Any subsequent <br /> development proposals will be reviewed for consistency with the infrastructure requirements contained in <br /> the General Plan and Development Title on a project by project basis. <br /> ZONE RECLASSIFICATION <br /> In order to approve the proposal to reclassify the subject parcel's zoning from AG-40 to I-T, the Planning <br /> Commission and the Board of Supervisors must determine that the proposal is consistent with the General <br /> Plan and any other applicable plans and that the proposed zone district is reasonable and beneficial at the <br /> time. These determinations can be made because,should the Board of Supervisors approve the proposed <br /> General Plan Amendment, the I-T zone is a consistent implementing zone for the I/T General Plan <br /> designation,and the underlying project will be consistentwith the General Plan. <br /> USE PERMIT <br /> Traffic <br /> The Department of Public Works has completed a traffic study for the proposed truck terminal and has <br /> submitted recommended Conditions of Approval consistent with the recommendations contained in the <br /> study. <br /> San Joaquin County GP-99-11, ZR-00-4, UP-OO-4\Cabral <br /> Community Development -10- <br />
