Item No. 2 <br /> PC: 3-18-93 <br /> SA-92-62 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Site Approval Application No.SA-92-62 with the Findings and Conditions of Approval <br /> given in the staff report. <br /> FINDINGS <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan <br /> and any applicable Specific Plan. <br /> • This finding can be made because the C-RS zone for the project site is consistent <br /> with the site's General Plan designation of Commercial Rural Service. The <br /> Educational Services, Commercial, use type permits trade schools with an approved <br /> Site Approval application. This proposed use is consistent with the General Plan <br /> policy on noise and is discussed in the staff report section on noise. <br /> 2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary <br /> facilities have been provided,and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the site has access by frontage on State Route 99 <br /> West Frontage, and provisions for a septic system, an on-site well, and on-site <br /> drainage must meet County standards and code requirements. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the site plan, along with the recommended <br /> Conditions of Approval, will ensure that ail code requirements and standards will be <br /> met. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Environmental Initial Study prepared found no <br /> potentially significant environmental impacts. Since the property lies within 500 feet <br /> of a hazardous waste site, a Border Zone Determination was completed by the <br /> Department of Health Services, and no significant environmental Impacts were <br /> Identified. <br />
