Hazelton Ave. Rancho Murrieta, CA 95683 <br /> Stockton, CA 95205 <br /> AW-01-22, MINI-STORAGE FACILITY, FRENCH CAMP,SAN JOA QUIN COUNTY <br /> I have reviewed the Application Referral for the mini-storage facility, office, and on-site manager <br /> apartment in French Camp, San Joaquin County distributed by the San Joaquin County Community <br /> Development Department. The Application Number is S;& 0l-2. The document briefly describes plans <br /> to develop a storage facility. <br /> i <br /> Disposal of domestic wastewater is not described in the Application Referral. Discharge of wastewater <br /> to the municipally owned sewage treatment system does not require site specific Waste Discharge <br /> Requirements (WDRs). If wastewater is generated and treated, stored, or disposed on site, WDRs may <br /> be required. Further information on wastewater flow rate,proposed disposal method, and site specific <br /> conditions are required for the determination. If WDRs arc required,the property owner shall submit a <br /> Report of Waste Discharge(RWD) at least 120 days prior to discharging wastewater at the site. <br /> Submittal of the RWD is required by California Water Code Section 13260. If groundwater dewatering <br /> is required, the owner/operator shall submit a RWD to apply for a National Pollutant Discharge <br /> Elimination System (NPDES)permit at least 120 days prior to initiating dewatering activities. <br /> Depending on the Standard Industrial Classification(SIC)code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System(NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br /> Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI)to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must be prepared. <br /> Because construction associated with the project will disturb more than five acres or is part of a larger <br /> common plan of development that encompasses five or more acres, the property owner needs to obtain <br /> permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit <br /> No. CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before <br /> construction begins, the proponent must submit an NOI to comply with the permit to the State Water <br /> Resources Control Board and a S WPPP must be prepared.
