The Application Number is SU-01-22. The document briefly describes plans to develop a storage facility. Disposal of domestic wastewater is not described in the Application Referral. Discharge of wastewater to the municipally owned sewage treatment system does not require site specific Waste Discharge Requirements (WDRs). If wastewater is generated and treated, stored, or disposed on site, WDRs may be required. Further information on wastewater flow rate,proposed disposal method, and site specific conditions are required for the determination. If WDRs are required, the property owner shall submit a Report of Waste Discharge (RWD) at least 120 days prior to discharging wastewater at the site. Submittal of the RWD is required by California Water Code Section 13260. If groundwater dewatering is required, the owner/operator shall submit a RWD to apply for a National Pollutant Discharge Elimination System (NPDES) permit at least 120 days prior to initiating dewatering activities. Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for Discharges of Storm Water Associated With industrial Activities may be required. The SIC codes of activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI) to the State Water Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP)must be prepared. Because construction associated with the project will disturb more than five acres or is part of a larger common plan of development that encompasses five or more acres, the property owner needs to obtain permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before construction begins, the proponent must submit an NOI to comply with the permit to the State Water Resources Control Board and a S WPPP must be prepared.
