The report was given to OES mid to late afternoon <br /> of January 25,1999. Robert Lopez responded to the scene at approximately 1640 on the same date <br /> and found the drum on its side with the contents spilled on the ground between a residence fence and <br /> Sonora Street. Mike Kith of Environmental Health was requested to respond to the incident at this <br /> time. It was established that the drum was turned over between the time Tish Briggs left the scene <br /> and Robert Lopez arrived on scene. OES 5 responded to secure the scene while Robert Lopez <br /> responded to a request for an overpack drum by Stockton Fire Hazmat. Michael Kith arrived at <br /> approximately 1730 to assess the site. Robert Lopez returned at approximately 1750.The spill was <br /> estimated at 10 gallons. The remaining contents of the drum(which was a 15 gallon drum)and the 2 <br /> 1 gallon milk containers was pour into a waste oil container and transported to the CalTrans holding <br /> facility.The spill area was covered with 150 lbs of absorbant. The situation was declared stable and <br /> not a health threat at this time.However,it was determined that a cleanup would be done the <br /> following morning to remove all contamination.On Tuesday,January 26,Dennis Fields of OES and <br /> Doug Wilson of Environmental Health supervised removal of the contamination.Approximately 3t4 <br /> of a 55 gallon overpack drum was filled with contaminated absorbent and soil . The material was <br /> transported to the CalTrans holding facility for pickup by a contractor for the county. <br /> MAP <br /> Page 3 <br />
