We would sup- <br /> ort this project if the following conditions are required by the <br /> planning department; 1 . Both. parcels controlled by the appli- <br /> cants are limited to twenty-five animals. They currently have <br /> more than 50 horses and mules plus five cows on this property. <br /> 2. Manure is removed weekly by commercial means. They current- <br /> ly have a large pile more than six feet high that has been there <br /> for months creating flys, odors and other health hazards that <br /> need to be addressed. 3 . Current users of this facility routin- <br /> ly trespass on neighboring land owners as they have nowhere to <br /> ride on the subject property other than the existing arena. The <br /> applicants should be required to keep their clients on their <br /> property unless they have signed permission from the surrounding <br /> property owners that are impacted by this activity. <br /> All structures on the two subject properties should be <br /> brought up to code before the use permit is granted. The appli- <br /> cants have constructed a large hay barn without permits, have <br /> added to it three years ago and are in the process of adding to <br /> it once again, all without obtaining a permit or engineering. <br /> This structure is a danger to the public that will use this <br /> facility. They have also brought in an old mobil home, again <br /> without benefit of permits. They have also constructed many <br /> stalls and added on to other structure without permits . When <br /> their barn addition project was red tagged they waited a few days <br /> and resumed building. The applicants need to be closely monotor- <br /> ed as they have in the past shown a complete disregard for the <br /> rules and regulations of the county. Although the applicants <br /> rent a large parcel located to the east of the subject property <br /> this parcel has been sold to a developer and will not be avail- <br /> able for very much longer and should not be considered in the <br /> permit process.
