Analysis <br /> Background <br /> This project began as an enforcement case for operating a commercial stable without the benefit of the <br /> required land use permit. <br /> The surrounding land use is primarily agriculture. There are several scattered residences. There is a <br /> commercial stable to the east. There is a mobile home parklmarina to the northwest. The San Joaquin <br /> River forms a portion of the western boundary. <br /> Parking <br /> The applicant states that the commercial stable will be for the care and rehabilitation of race horses. There <br /> will be minimal visitation from the owners of the horses. Therefore, there is no need for the seventeen (17) <br /> parking spaces required by Development Title Section 9-1015.3. Development Title Section 9-1015.9 <br /> states that requirements of the parking chapter may be modified by the Director in cases in which, due to <br /> the unusual nature of the establishment proposed or the development proposal submitted for it, the <br /> requirements set forth herein may be considered insufficient or excessive. It has been determined that two <br /> parking spaces will be adequate for the care and rehabilitation of 25 race horses <br /> Restrooms <br /> Handicapped accessible restrooms must be provided (CBC 1115B.1 and Development Title Section 9- <br /> 821.4). The pathway from the parking lot to the restroom inside the barn must be paved.
