SA-01-75 OF <br /> RICHARD & LYNDA STAGNO (C/O MOYER CONSULTING) <br /> (THIRD SUPERVISORIAL DISTRICT) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors deny the appeal, thus approving Site Approval Application No. <br /> SA-01-75. <br /> BACKGROUND: <br /> This project is a feedlot for a maximum of 500 hogs on a 12.75-acre parcel. The feedlot includes <br /> the use of an existing 24,725-square-foot covered animal pen and an existing 2,400-square-foot <br /> commercial coach for an office. <br /> On January 31, 2002, the Community Development Department approved SA-01-75. On <br /> February 11, 2002, the City of Lathrop appealed the Community Development Department's <br /> determination to the Planning Commission. The Planning Commission heard the appeal at its <br /> meeting of July 11, 2002. After reviewing all written and oral testimony, the Planning Commission <br /> voted 6-0 to deny the City of Lathrop's appeal of SA-01-75. <br /> On July 22, 2002, the City of Lathrop appealed the Planning Commission's denial of the appeal. <br /> Appeal Statement No. 1 <br /> In its appeal, the City of Lathrop states: <br /> The establishment of an animal feedlot at this location is incompatible with proposed and existing <br /> surrounding land uses. <br /> The City of Lathrop has filed an application with LAFCO to include the area between Interstate 5 <br /> and the San Joaquin River north to Roth Road within the City's Sphere of Influence. The <br /> proposed project site is included in this area. The City proposes to prepare a Specific Plan for <br /> this area which will likely include residential, commercial, recreational, schools and open space <br /> users but will not include a feed lot or animal raising. <br />
