Dear Ms Jolley: The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed projects and offers the following comments: The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are designated nonattainment to reduce emissions until standards are met. Confined animal facilities are serious potential odor sources due to the production and handling of animal wastes. The District's Guide for Assessing and Mitigating Air Quality Impacts (GAMAQI) recommends that projects of this type conduct additional review, if sensitive receptors are located with one mile, to determine if the impact is significant. The GAMAQI bases significance for odor impacts for new facilities on the review of the complaint history of similar facilities located elsewhere in the Valley. The District can assist with locating similar facilities and with complaint histories. This facility is exempt from District Rule 4102. (Nuisance). The ourpose of this rule is to protect the health and safety of the public and applies to any source operation which - emits or may emit air contaminants or other material. Most agricultural uses are exempt from this rule. Therefore, mitigation measures to prevent odor problems are critical. Several options are available to control odors and the emission of other pollutants. Manure management practices, anaerobic and aerobic treatment, and feed formulations have been shown to reduce emissions from this type of source. The United States Department of Agriculture and the University of California, Davis have done extensive research into confined animal waste emissions and control techniques. The District recommends the County review all available options and include all measures deemed feasible by the County to reduce this potential impact. David L.
