Ms. Nancy Takashiro - 3 - 8 September 1999 <br /> According to the Condition Ld of the Staff Report Recommendations issued by the San Joaquin County <br /> Community Development Department for the Negative Declaration, all parking areas, driveways and <br /> maneuvering areas will be paved with asphalt or other equivalent materials, and will be maintained. We <br /> believe that the Stagno operations present no more of a risk to the environment from heavy equipment <br /> than other fanning activities in the area. <br /> In closing, we ask you to stop this environmental destructive project in its' heals (sic). We have to <br /> save the San Joaquin River and our already fragile ground water system. <br /> As a state agency,we do not have the authority to prevent the operation of a business, particularly when <br /> the business has submitted a Report of Waste Discharge(RWD) and where a Negative Declaration has <br /> been approved by the San Joaquin County Board of Supervisors. We are aware that many businesses <br /> operate illegally without permits, thereby challenging us to discover and enforce against the operation. <br /> In the case of Stagno's Meat Company, a RWD was submitted on 2 April 1998. We consider any <br /> operation that has applied for a permit, to have acknowledged our authority,thus providing us the <br /> mechanism to assure that water quality is protected. <br /> If you believe that our Waste Discharge Requirements do not adequately address your concerns,we urge <br /> you to attend the meeting of the Regional Board on September 17, 1999, commencing at 0900,to present <br /> your position.
