Box 97 <br /> Escalon, CA 95320 <br /> REVIEW OF WASTE DISCHARGE REQUIREMENTS(WDRs) NO. 99-134, STAGNO'S MEAT <br /> COMPANY, SAN JOAQUIN COUNTY <br /> The Board has received information from the San Joaquin Health Department, private citizens, and <br /> newspaper articles that Stagno's Meat Company is considering operation of the facility at 690 Frewert <br /> Road as a feed lot rather than a slaughterhouse. However, we have not received any information directly <br /> from you. We must determine whether WDRs No 99-134 are still appropriate for the facility, or whether <br /> a different type of permit is required. The Board is requesting a report on the planned changes. This <br /> report is required by Standard Provision No. A.4 of the WDRs which requires that you submit a report <br /> whenever the changed land use may result in a material change in the character, amount, or location of <br /> waste discharge. <br /> By 15 May 2000, submit a report, prepared by a registered engineer, which evaluates the following <br /> issues: <br /> • A description of the land use including a plot plan. <br /> • A description of the kind, size, and number of animals. <br /> • An estimate of the amount of solid and liquid wastes generated by the animals. Describe the <br /> handling, storage, and disposal of all solid and liquid wastes generated by animals at the site. <br /> • A description of the disposal of all stormwater and wastewater. The description shall include <br /> pond construction including the depth of the ponds, pond construction materials, piping <br /> configurations, liners, etc. <br /> • An evaluation of the depth to groundwater and the separation between the highest anticipated <br /> groundwater elevation and the bottom of the pond(s). <br /> • A water balance calculation which includes wastewater, stormwater, pond storage capacity, <br /> evaporation, infiltration capacity in disposal areas, and acreage designated for disposal areas. <br /> • Calculations which evaluate nutrient concentrations and agronomic crop uptake of the nutrients. <br /> A description of the crops planned and the use of the crops. <br /> It is noted that Provision E.6 of Order No. 99-134 requires preparation of a groundwater monitoring <br /> workplan and installation of groundwater monitoring wells.
