In general, we found the report to be thorough and concise. The <br /> following are our specific comments: <br /> 1. A$2,000 filing fee was submitted with the RWD; however, staff has determined that the <br /> Threat to Water Quality and Complexity for this discharge is coded as 2-B. For waste <br /> discharge requirements issued under the non-Title 27 (formerly Chapter 15)program, a 2-B <br /> classification yields a$1,200 filing/annual fee. Accordingly,we have requested the State <br /> Board to return$800 of your filing fee, and you should receive this partial refund within 45 <br /> days. <br /> 2. In order for the RWD to be considered complete, a hydraulic capacity evaluation must be <br /> calculated for the facultative pond. The yearly water balance should use a minimum of 2 feet <br /> of pond freeboard, and historical rainfall and evaporation records for the 100-year wet winter, <br /> distributed on an average monthly basis. <br /> 3. The facility proposal includes a 6 foot deep, lined, quiescent facultative pond with a BODS <br /> loading of approximately 275 lb BODS/acre-day. This is a high organic loading rate, which is <br /> recognized by several contingency plans, one of which is adding mechanical surface aeration. <br /> Care must be taken to provide adequate pond depth so that solids on the bottom undergoing <br /> digestion are not resuspended, and that adequate freeboard is provided year-round. <br /> 4. For the purpose of coverage under the NPDES General Permit for Discharges of Storm Water <br /> Associated with Industrial Activity (General Permit), this facility has a standard industrial <br /> classification(SIC) of 2011, Meat Packing Plants: This SIC is considered a"conditional <br /> industry,"that is,the General Permit is required only if materials,machinery, or products are <br /> exposed to storm water. Since this will not be the case for Stagno's Meat Company, you may <br /> complete the enclosed"Notice of Non-Applicability"and send copies both to our office and <br /> Recycled Paper Our mission is topreserve and enhance the quality of California's water resources,and <br /> ensure their proper allocation andefficient use for the benefit ofpresent and future generations. <br />
