In general, we found the report to be thorough and concise. The following are our specific comments: 1. A$2,000 filing fee was submitted with the RWD; however, staff has determined that the Threat to Water Quality and Complexity for this discharge is coded as 2-B. For waste discharge requirements issued under the non-Title 27 (formerly Chapter 15)program, a 2-B classification yields a$1,200 filing/annual fee. Accordingly,we have requested the State Board to return$800 of your filing fee, and you should receive this partial refund within 45 days. 2. In order for the RWD to be considered complete, a hydraulic capacity evaluation must be calculated for the facultative pond. The yearly water balance should use a minimum of 2 feet of pond freeboard, and historical rainfall and evaporation records for the 100-year wet winter, distributed on an average monthly basis. 3. The facility proposal includes a 6 foot deep, lined, quiescent facultative pond with a BODS loading of approximately 275 lb BODS/acre-day. This is a high organic loading rate, which is recognized by several contingency plans, one of which is adding mechanical surface aeration. Care must be taken to provide adequate pond depth so that solids on the bottom undergoing digestion are not resuspended, and that adequate freeboard is provided year-round. 4. For the purpose of coverage under the NPDES General Permit for Discharges of Storm Water Associated with Industrial Activity (General Permit), this facility has a standard industrial classification(SIC) of 2011, Meat Packing Plants: This SIC is considered a"conditional industry,"that is,the General Permit is required only if materials,machinery, or products are exposed to storm water. Since this will not be the case for Stagno's Meat Company, you may complete the enclosed"Notice of Non-Applicability"and send copies both to our office and Recycled Paper Our mission is topreserve and enhance the quality of California's water resources,and ensure their proper allocation andefficient use for the benefit ofpresent and future generations.
