2 . USE PERMIT APPLICATION NO. IIP-94-14 OF HAYRES EGG FARMS (C/O <br /> RICHARD STAGNO) for a 4000-square-foot slaughter house to be <br /> built on an existing 13 . 5-acre egg ranch. The project site is <br /> located on the south side of Frewert Road, 4600 feet west of <br /> Manthey Road, northwest of Lathrop (Supervisorial District 3) . <br /> Chandler Martin, Associate Planner, introduced the staff report <br /> into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Don Moyer (P. 0. Box 207, Ripon) , representing the applicant, said <br /> he agrees with the staff report and all of the conditions. <br /> Approximately 50 animals per day will be slaughtered. <br /> Richard Stagno (17751 Steinegul Drive, Escalon) said he plans to <br /> slaughter about 50 head of livestock per day, but it will not be <br /> just cattle. He might only do two or three cattle a day. All the <br /> livestock will be held in pens. There will be no cattle wandering <br /> around outside. He will have around 8-10 employees . A federal <br /> meat inspector will be on duty at all times (8 hours a day, 5 days <br /> a week) . <br /> John Petrie (4902 Hildreth, Stockton) , representing Hayres and <br /> Stagno, said this will be a good agricultural use for the property, <br /> which is zoned for agriculture. We are going to replace the 30, 000 <br /> chickens currently on the site with the slaughterhouse operation. <br /> Rick Riella (13182 S. Airport Way, Manteca) said he also has a <br /> slaughterhouse operation. He can sell live animals, but Mr. Stagno <br /> can only sell the meat. <br /> OPPONENTS : <br /> John Bingham (16775 Howland Road, Lathrop) , the City Manager of <br /> Lathrop, said the city is concerned about the odors . The project <br /> site is upwind from the City of Lathrop. The winds come from the <br /> west and the northwest, which would blow the odors into the <br /> existing and proposed residential neighborhoods of Lathrop, <br /> including Country Squires. The Initial Study does not address this <br /> issue. He requested that the Commission either deny the project or <br /> require a full Environmental Impact Report. <br /> Larry Matlock (1481 Manila Road, Lathrop) said he lives <br /> approximately 2 , 000 feet from the project site. He raises alfalfa <br /> and horses . He is not happy with the odor from the chickens. He <br /> said slaughterhouses also smell. <br /> Monte McFall ( 1400 W. Frewert Road, Lathrop) said they might be <br /> better off with the slaughterhouse than with the chickens . He is <br /> PC MINUTES (PC: 2-2-95) <br /> -11- <br />
