The project site is
located on the south side of Frewert Road, 4600 feet west of
Manthey Road, northwest of Lathrop (Supervisorial District 3) .
Chandler Martin, Associate Planner, introduced the staff report
into the record.
PUBLIC HEARING OPENED:
PROPONENTS:
Don Moyer (P. 0. Box 207, Ripon) , representing the applicant, said
he agrees with the staff report and all of the conditions.
Approximately 50 animals per day will be slaughtered.
Richard Stagno (17751 Steinegul Drive, Escalon) said he plans to
slaughter about 50 head of livestock per day, but it will not be
just cattle. He might only do two or three cattle a day. All the
livestock will be held in pens. There will be no cattle wandering
around outside. He will have around 8-10 employees . A federal
meat inspector will be on duty at all times (8 hours a day, 5 days
a week) .
John Petrie (4902 Hildreth, Stockton) , representing Hayres and
Stagno, said this will be a good agricultural use for the property,
which is zoned for agriculture. We are going to replace the 30, 000
chickens currently on the site with the slaughterhouse operation.
Rick Riella (13182 S. Airport Way, Manteca) said he also has a
slaughterhouse operation. He can sell live animals, but Mr. Stagno
can only sell the meat.
OPPONENTS :
John Bingham (16775 Howland Road, Lathrop) , the City Manager of
Lathrop, said the city is concerned about the odors . The project
site is upwind from the City of Lathrop. The winds come from the
west and the northwest, which would blow the odors into the
existing and proposed residential neighborhoods of Lathrop,
including Country Squires. The Initial Study does not address this
issue. He requested that the Commission either deny the project or
require a full Environmental Impact Report.
Larry Matlock (1481 Manila Road, Lathrop) said he lives
approximately 2 , 000 feet from the project site. He raises alfalfa
and horses . He is not happy with the odor from the chickens. He
said slaughterhouses also smell.
Monte McFall ( 1400 W. Frewert Road, Lathrop) said they might be
better off with the slaughterhouse than with the chickens . He is
PC MINUTES (PC: 2-2-95)
-11-
