In general the wastewater <br /> treatment plant was clean and well maintained. As required by Order 94-198, Section E, Provision 18 of <br /> the Waste Disposal Requirements, a copy of the Order and approved supporting documents (Sludge <br /> Disposal Plan, Mineralization Limitation/Control Plan, and Groundwater Monitoring/Sampling.Plan) are <br /> required to be available at the wastewater treatment plant for reference by operating personnel. <br /> The 28 September 1999 groundwater monitoring event indicated the presence of nitrates, <br /> trihalomethanes, and coliform bacteria; total dissolved solids also has been reported at elevated <br /> concentrations. As required by Order 94-198, Section E, Provision 17 of the Waste Disposal <br /> Requirements, these detections trigger a requirement to resample groundwater within 30 days, and if <br /> elevated concentrations of contaminants persist, to prepare a Technical Report addressing the <br /> contamination extent within 60 days. We look forward to receiving the resample results. <br /> The Board recommends the City of Lathrop investigate processes (including dechlorination) to optimize <br /> the quality of the wastewater flow and thereby minimize impacts to groundwater quality.
