CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 99-134 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> RICHARD A. STAGNO <br /> STAGNO'S MEAT COMPANY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds <br /> that: <br /> 1. Mr.Richard A. Stagno (hereafter Discharger) and Stagno's Meat Company submitted a Report <br /> of Waste Discharge (RWD) on 2 April 1998 for a proposed discharge of waste from a self- <br /> contained meat processing facility. <br /> 2. The Discharger owns the land proposed for slaughterhouse use. The site is in Tl S,R6E, <br /> MDB&M, on a 13.5 acre parcel (Assessor's Parcel Number 191-260-23), at 690 West Frewert <br /> Road, approximately 1 mile west of Interstate 5, 1.3 miles east of the San Joaquin River, and <br /> two miles northwest of Lathrop, San Joaquin County. The location of the site is shown on <br /> Attachment A,which is attached hereto and is part of this Order by reference. <br /> 3. The Discharger proposes to construct the meat plant at a former poultry facility,which will <br /> consist of holding pens, an abattoir(slaughterhouse), a wastewater treatment pond, a manure <br /> storage area, a wastewater disposal area(i.e. cropland), and a stormwater detention pond, as <br /> shown on Attachment B; attached hereto and is part of this Order by reference. The cropland <br /> will occupy approximately 9 acres of the facility. <br /> 4. Approximately 500 animals,consisting primarily of market pigs (approximately 300),but also <br /> calves, sheep, and goats,will be slaughtered each day. Operations will be conducted 5 days per <br /> week, year round. Animals will generally be slaughtered within 12 hours of arrival. <br /> Approximately 99 percent of all whole blood will be captured and stored in a tank for edible <br /> food processing. Discarded portions of the carcasses (offal) will be picked up daily by a tallow <br /> operation. <br /> 5. Approximately 84 cubic feet per day of manure will be produced from the animals in the <br /> covered holding pens. The holding pens for swine will have concrete floors and dirt floors for <br /> all other animals. Manure will be scraped or raked on a daily basis to the center alley of the , <br /> holding pens,which in tum,will be scraped to a concrete-lined and covered, 7400 cubic foot <br /> manure storage area. Records of manure solids transported off-site will be kept. <br /> 6. The Discharger will use a U. S.Department of Agriculture-approved spray in the area of the <br /> animal holding pens and the manure storage area to control flies. Spraying will be conducted, <br /> at a minimum, on a monthly basis. <br />
