WASTE DISCHARGE REQUIREMENTS ORDER NO. 99-134 -3- <br /> RICHARD A. STAGNO <br /> STAGNO'S MEAT COMPANY _ <br /> SAN JOAQUIN COUNTY <br /> crop. A baseline soil sample of the cropland was analyzed in December 1997. The reported <br /> concentrations of Nitrogen(as Nitrate),Phosphorus, and Potassium are 8, 33, and <br /> 75 milligrams per kilogram,respectively. Soluble salts are reported to be 3.3 millimhos per <br /> centimeter: <br /> 13. A septic system will be used to dispose of domestic waste. A 1600 gallon septic tank and <br /> 8000 square foot leachfield is proposed for installation in the area immediately west of the <br /> office. The new leachfield is approximately 120 feet from the supply well. <br /> 14. Stormwater runoff from the roofs and paved areas of the facility will be captured by raingutters <br /> and berms and will be routed through a below-ground pipe to the existing stormwater retention <br /> pond. The Discharger submitted a Notice of Non-Applicability of coverage under the National <br /> Pollutant Discharge Elimination System General Permit for discharges of stormwater. <br /> 15. The water supply for the slaughterhouse operations will be from a well located near the <br /> northeastern comer of the facility. Existing water quality data suggests that supply water is <br /> drawn from a different zone than shallow groundwater. Analytical results of a sample from the <br /> supply well were reported in the RWD to be 1734 milligrams per liter(mg/1) and<1 mg/I of <br /> Total Dissolved Solids(TDS) and Nitrate,respectively. <br /> 16. Depth to shallow groundwater is approximately 8 to 11 feet, and the flow direction was <br /> calculated to be easterly based on three soil borings installed for the RWD. Analytical results <br /> of shallow groundwater sample from one of the borings were reported to be 3888 and 123 mg/l <br /> of TDS and Nitrate,respectively. <br /> 17. Native soil within the upper ten feet of the subsurface is generally composed of a medium- <br /> poorly-graded sandy-silt/silty-sand. Geotechnical analyses indicated that 57 percent of the soil <br /> sample is composed of fines,with approximately 15 percent clay. <br /> 18. Rainfall for the 25-year/24 hour and the 100-year/24 hour storm events are 2.7 inches and is <br /> 3.0 inches,respectively, as provided by the San Joaquin County,Department of Public Works <br /> and National Oceanic and Atmospheric Administration(NOAA). The 1996 annual evaporation <br /> was reported to be 94.6 inches (NOAA). <br /> 19. The average annual wind direction is westerly with an average wind speed of 7.4 miles per <br /> hour, as measured during the period 1948 to 1964 at the Stockton Metro Airport(National <br /> Weather Service, Western Region Climate Center). <br /> 20. The elevation of the site is approximately 10 feet mean sea level. Surface water drainage is to <br /> the San Joaquin River. The site is within the San Joaquin Delta Hydrologic Area(No. 544.00) <br /> as depicted on interagency hydrologic maps prepared by the Department of Water Resources in <br /> August 1986. <br />
