INFORMATION SHEET <br /> RICHARD A. STAGNO - <br /> STAGNO'S MEAT COMPANY <br /> ORDER NO. 99-134 <br /> SAN JOAQUIN COUNTY <br /> Richard A. Stagno has proposed installation of a slaughterhouse, to be known as Stagno's Meat <br /> Company, at a former poultry facility approximately 2 miles northwest of Lathrop and 1.3 miles east of <br /> the San Joaquin River in San Joaquin County. The facility occupies 13.5 acres and will contain <br /> holding pens, a slaughterhouse, a manure storage area, a wastewater treatment pond, a stonnwater <br /> detention pond, and a designated disposal area(cropland), consisting of about 9 acres. Approximately <br /> 500 animals will be slaughtered daily consisting primarily of market pigs,but also calves, sheep, and <br /> goats. <br /> Five types of wastes will be produced as part of-the facility openitions., <br /> • manure solids; <br /> • manured wastewater; <br /> • slaughterhouse wastewater; <br /> • whole blood; and <br /> • solid animal wastes. <br /> Manure solids from the holding pens will be scraped to a concrete lined, covered manure storage area <br /> where it will initially be transported off-site. In addition,manured wastewater will be produced from <br /> periodic washdowns of the pens. Slaughterhouse operations will produce the other three types of <br /> wastes: rinsewaters,blood, and solid animal wastes. Rinsewaters will be derived from animal, <br /> carcass, and kill-floor rinsings. These rinsewaters will comprise the vast majority of the wastewater, <br /> estimated to be approximately 14,500 gallons daily. Whole blood will be captured and stored in a tank <br /> for edible food.processing and will not be discharged to the wastewater treatment pond. Solid animal <br /> wastes will consist of the discarded portions of the carcasses (offal), and the fats, oils, and greases <br /> (FOG),which are part of the wastewater produced during slaughterhouse operations. These animal <br /> liquids will be treated using a septic tank and a screened grease trap. Offal,FOG, and screenings will <br /> not be discharged to the wastewater treatment pond but will be collected for rendering. <br /> Wastcwaters from the slaughterhouse holding pens, animal, carcass, and kill-floor rinsings will be <br /> pumped to a wastewater treatment pond lined with 30-mil high-density polyethylene plastic. There <br /> will be approximately 5 feet of separation between the base of the pond and groundwater. Wastewater <br /> in the treatment pond will be periodically discharged to the designated disposal area where sudangrass <br /> is to be triple-cropped. A baseline soil sample of the cropland has been submitted. <br /> Domestic waste will be discharged to a new septic tank and leachfield. Rainwater runoff from the <br /> roofed facilities(holding pens,manured storage area, and slaughterhouse) and from the paved areas of <br /> the site will be captured and transported through an underground pipe to the stormwater detention <br /> pond. <br /> Depth to shallow groundwater is approximately 10 feet, and the flow direction is easterly. Shallow <br /> soils consist of sandy-silt/silty-sand with at least 10 percent clay. Two monitoring wells have been- <br />
