Crawford <br /> City of Lathrop <br /> Public Works Department <br /> 16775 Howland Road <br /> Lathrop, California 95330 <br /> RESPONSE TO COMMENTS ON TENTATIVE WASTE DISCHARGE REQUIREMENTS, <br /> STAGNO'S MEAT COMPANY, SAN JOAQUIN COUNTY <br /> Thank you for your 23 August 1999 letter commenting on the Tentative Waste Discharge Requirements <br /> (WDRs) for Stagno's Meat Company. We have reviewed your comments and have provided responses. <br /> Your comments are provided below in bold face type followed by our response. <br /> ...It would be prudent for the Regional Board to not consider the Stagno permit until such time as <br /> the appropriate County approvals have been obtained. At the very least the City of Lathrop <br /> would request that the Board continue this consideration of this item until such time as the issues <br /> raised by the City of Lathrop have been addressed by the appropriate agency(ies). <br /> We are aware of your concerns regarding the Use and Building Permits issued by San Joaquin County. <br /> However, issuance of WDRs are not directly affected by these local issues,provided the local agency has <br /> complied with the requirements of the California Environmental Quality Act. The San Joaquin County <br /> Board of Supervisors approved a Negative Declaration for this site on 28 October 1996. Further, one of <br /> the conditions of approval was for the Discharger(Stagno)to obtain WDRs. A Report of Waste <br /> Discharge (RWD) was submitted on 2 April 1998. The Discharger has presented us with no reason to <br /> further delay adoption of the WDRs. However, if the Board considers the public concern to be of issue, <br /> it is possible that this item would be continued to a future meeting. <br /> In the event the Board does consider the subject discharge requirements, I would request that the <br /> Board Consider the following questions or address the following concerns: <br /> 1. The slaughterhouse is located just north of the City of Lathrop's General Plan Boundary. The <br /> area located immediately south of the slaughterhouse is located upwind from an active <br /> residential development as well as upwind from the existing City of Lathrop. It is imperative <br /> that wastes treated by this facility for holding and discharging on the surrounding land <br /> (behind future backyards), is treated to the highest of industry standards.
